The Marketplace insurance program for DC is called DC Health Link. DC Health Link provides basic and designated essential insurance needs such as hospital visits, doctor visits, emergency room visits, and coverage for children, and pregnancy care. DC Health Linkvery clearly states the exemption rules for those who do not need to be insured (to avoid the penalty).

The different packages include:

  • Substance use management

  • Dental care for children
  • Doctor visits
  • Emergency room visits

There is no cost for preventative services and no expense for well-child and well- baby appointments. There are over 30 different plans. The online calculator will show you what your monthly premiums will be, show Medicaid eligibility, designate any premium tax credits you may qualify for, and determine yearly out of pocket spending.

The site states, “D.C. residents, small business owners and their employees can come to DC Health Link to apply for coverage, find out if they are eligible for help to lower the cost of their insurance, compare options, and enroll in the plan of their choice. Coverage in private health plans will begin as soon as January 1, 2014. People with low incomes can also use DC Health Link to apply for Medicaid. Medicaid coverage begins on the first day of the month of application.”


Some States have their own Marketplace Exchange, those that don’t use the Federal Marketplace exchange program. District of Columbia did create its own Marketplace Exchange known as DC Health Link. During the online application process you should have the following information available:

  • Income information for every member of your household who needs coverage.
  • Need to have an Employer Coverage Tool for every job-based plan you or someone in your house
  • Any Medical history available.
  • Current Health Insurance Information (including policy number if policy is enforce)
  • Previous year’s personal (family) tax information.
    A projections of this years incomes.
  • Your Social Security Number(s) (alternatively document numbers for legal immigrants).
  • Collect any additional information that you deem to be important. (anything that will have an effect on your coverage)

Five Top Plans in the ObamaCare Marketplace.

There are five available plan groups, Catastrophic, Bronze, Silver, Gold, and Platinum.
  • Catastrophic Plan: There are several qualification for this plan which include being under 30 years of age, or in a "hardship exemption" (meaning it has been determine you can afford the buy health coverage) Although this will be the lowest cost plan (assuming you qualified), the out-of-pocket co-payments and deductibles will be high.
  • The Bronze plans - This is the lowest cost of the standard plans. Lower premium cost will also translate into a smaller allowed coverage. The actuarial value, meaning the amount of coverage the insurance company will pay on your behalf is 60%. In other words, if you have a $100 medical bill the insurance company will be $60 and you will be responsive for the $40 balance.
  • The silver plans - This plan is slightly more expensive then the Bronze plan. However, it will get you a 70% actuarial value. Meaning you will pay out of pocket 30% with the insurance company covering the 70%.
  • The Gold plans - The Gold Plan is a bit more expensive than the Silver plan. At an 80% actuarial value, means that the Insurance company will cover 80% of your medical expenses, you will need to pay the 20% balance.
  • The platinum plans - The Most expensive plan is the Platinum. This means that you will get a higher actuarial value, in this case 90%. This means you need to come up with just 10% of the cost while the insurance company coverage the rest.
